Have you checked the path environment variable - the bin directory must be specified otherwise third party apps like PowerBuilder won't run. I'm presuming that you only have one version of the Oracle client installed so having the correct Primary Home set should not be an issue.

When I try and connect from Powerbuilder i get a message 'Oracle11g or higher client in not installed or set to Primary Home'.Looked on Google etc etc, and checked registry has LM SOFTWARE ORACLE with a Oracle home.Deinstalled powerbuilder and Oracle but still get the same message. I can connect through SQL Developer ok.
